I’m not one to critique evaluations, but it seems like Russia’s tech leaps were hindered rather by Western integration efforts, while its isolation has led to needed protectionism. The Prime Minister is addressing this, and Russia’s unique technological base is possibly quite significant. Today’s Russia isn’t the early USSR.
